After the end of WW1 in 1919, Uncle Joe Stalin simply took over Ukraine, making her part of the communist Soviet Union. The Ukrainians considered themselves a Central European people, like the Poles, resisted. In 1932, not wanting to lose the breadbasket of Europe, Uncle Joe simply, as communist dictators do, took away the fertile farmland, leaving the resisting Ukrainians to starve. He would teach them a lesson to obey his dictatorial demand, sort-a-like, you better wear your mask, and take your shot, or we will punish you by withholding money from Moscow, or reasonable facsimile of the capital of another nation, say---perhaps Washington D.C., until you do!
